Project Background

The Norman Wells Waste Management Facility project description, submitted by Imperial Oil Resources N.W.T. Ltd. (Imperial), proposes the construction, operation, and maintenance of a long-term waste management facility (WMF). The WMF will be used for the long term and secure containment of non-treatable soils and wastes generated by closure and reclamation activities on the Norman Wells Operations. Development of the WMF is required to support the progressive reclamation efforts that Imperial is currently undertaking and will continue to progress during the period leading up to closure.

Imperial currently holds a water license (S13L1-007) from the Sahtu Land and Water Board (SLWB) for the Norman Wells Operations and has applied to the SLWB for an amendment to S13L1-007 to include the construction and operation of the WMF. Both the SLWB and the Canada Energy Regulator (CER) have a requirement under the Mackenzie Valley Resource Management Act to conduct a preliminary screening to determine whether the WMF might have a significant adverse impact on the environment or might be a cause of public concern.

The CER is also responsible for conducting Crown consultation for the anticipated application as per s. 10 (2) of the Canadian Energy Regulator Act (CERA).
